Elfreda Massie, Ph.D.

Elfreda Massie is the Vice President for K-12 Strategy at Class Technologies, a platform built on Zoom that provides teaching and learning tools to the virtual classroom. Prior to joining Class Technologies, Elfreda was a Distinguished National Facilitator for the National Center on Education and the Economy (NCEE), training cohorts of school district superintendents and principals in a research-based executive development program designed to give district and school administrators the critical knowledge and skills to become instructional leaders. She has over 40 years of experience driving transformational change and initiating system redesign in high-performing and challenging environments in diverse education communities. 

Elfreda has held key leadership positions in public education including Interim Superintendent and Chief of Staff of the District of Columbia Public Schools; Deputy Superintendent and Director of Professional Development for Baltimore County Public Schools; and Associate Superintendent for Human Resources, for Montgomery County Public Schools in Maryland.  Dr. Massie has directed comprehensive human resources and talent development programs and managed complex labor negotiations. She is adept at coaching and counseling those going through life transitions and those entering leadership positions in public education and corporate communities. 

Elfreda has held senior leadership positions at Blackboard, Harcourt Publishers, Global Partnership Schools, The NTI Group (formerly ConnectED), and Knowledge Delivery Systems.   She serves on the board of the Reid Temple Christian Academy and has served on the boards of the Duke Ellington School of the Arts, See Forever Foundation (Maya Angelou Public Charter Schools), and Boys Town of Washington, DC.  She also served on the Executive Council of New York University’s Metropolitan Center for Urban Education. Elfreda is committed to improving the education of all children and was appointed to serve on the Education Committee of the African American Women’s Advisory Council to the President of Liberia.

She earned a Ph.D. in policy, planning and administration from the University of Maryland; a master's degree in counseling from John Hopkins University; and a bachelor’s degree in education from the University of Pittsburgh. She also holds the Senior Professional Human Resources (SPHR) Certification.
